Abstract

LANGUAGE POLICIES IMPLEMENTED BY SOVIET RUSSIA WITHIN THE SCOPE OF KORENIZATSİYA (INDIGENIZATION): THE CASE OF CENTRAL ASIA

The language, which serves as a critical tool in the policies of political powers, has the leading role in the policies they put into practice with the Soviets coming to power. The nationalities policy implemented in this context includes the process of transitioning to korenizatsiya (indigenization) and the Latin Alphabet. With these policies, which have come into force in Central Asian countries as well as in other non-Russian regions, practices such as elimination of cultural inequalities in the regional sense, support of the regional languages and positioning the representatives of the peoples in the non-Russian republics in government and unions. The transition from Arabic alphabet to Latin alphabet is applied in Central Asian countries to facilitate education in the mother tongue and increase literacy. Although the developments expected by the Bolsheviks are observed partially, the fact of language burned has started a process that ignited the national selves of non-Russian communities in time. Over time, Stalin is forced to give up this practice, as local peoples' attempts to update their korenizatsiya policy at their own request. In this study, korenizatsiya policy and the process of transition to the Latin alphabet are examined specifically in Central Asian countries, the effects of the related policies and their results are examined on the basis of language.
