Abstract


THE EFFECT OF INFORMATION TECHNOLOGY USE ON DISASTER MANAGEMENT PERFORMANCE: USER STUDY ON DISASTER MANAGEMENT DECISION SUPPORT SYSTEM

The subject of the study is to examine how information technology use affects disaster management performance. The study does not remain limited in this way and internal adoption behaviors of information technology use were also subjected to examination. These behaviors were classified in the way of perceived use easiness and perceived benefit in the scope of technology adoption model. Later, identifying the levels of using information technology of the users of Disaster Management Decision Support System, the effects of these levels on disaster management performance were evaluated. The universe of the study consists of the users of disaster management decision support systems in the province Konya. These users are the representatives 26 service groups taking place in Turkey Disaster Intervention Plan. In the study, survey was administered in a total of 167 people and they were subjected to analysis. In data analyses, definitive statistics belonging demographic variables were preferably analyzed. Thereafter, reliability and validity tests were made, and confirmative factor analysis was realized for the scales. The results of confirmative factor analysis are regarded for disaster management performance scale and information technologies use scale. The relationships between the dimensions of information technologies use scale were tested by Pearson correlation coefficient. The effects of actual information technology use on the dimensions and levels of disaster management performance were tested by means of simple regression analysis. As a result of analyses made, information technologies use were seen to increase disaster management performance and efficiency and effectivity performances that are sub dimensions of disaster management performance. In addition, it was seen that the perceived benefit from information technologies and perceived use easiness had a positive effect on actual information technologies use.
