The population continues the tendency to age rapidly worldwide. Decreasing birth rates and prolonging life span are the most important developments affecting demographic aging. Prolonging life span also leads to an increased risk of nursing neediness. The acceptance of social aging as an international social problem is related to the increase in the number of elderly people in need of care. Social aging is a problem that can undermine the social system and it is a major financial burden on social security systems. Therefore, it is necessary to integrate those who cannot manage their own lives in a way to lead a meaningful life in the social system. This study examines the old age without reducing it to the functional losses. The participant examines the international dimensions and rights of elderly individuals, who actively and reputably fulfill their functions in the community. Official human rights declarations have an enormous diversity in international social policy. However, there is no convention for the rights of the elderly, nor does any rights to elderly care in this diversity. Within the framework of this discussion, the study emphasizes the necessity of establishing an elderly law by evaluating the indirect rights in international conventions on elderly rights.
